MINUTES OF THE HINGHAM SCHOOL COMMITTEE

March 25, 2013

Regular Session

The meeting was called to order by Caryl Falvey at 7:35 p.m. in the School Department Conference Room.

Members Present:    Caryl Falvey, Ray Estes, Carol M. Falvey, Andy Shafter (7:45), Edward Schreier, and Paul Gannon

Central Office Present: Dot Galo, Ellen Keane, John Ferris, Elizabeth Flynn

Voted:    To approve the Minutes of the Regular Session of March 11, 2013.

Communications.

Dot Galo noted the MASC “Day on the Hill” postponement. She also noted a Suburban Coalition newsletter, as well as, a district Fine Arts Night to be held on April 11, 2013 from 6:00-8:00 p.m. in the HHS cafeteria.

New Business.

The Committee heard an update on Hingham Public Schools facilities, projects and plan.  John Ferris reviewed a PowerPoint “Hingham Public Schools Facilities Update, March 25, 2013,” including current issues, impact on budget, storm related issues, other potential items – Foster boiler replacement, chiller at East School, water meter issue at depot/DPW facility and generator failure at PRS, duct work at HHS and Foster, HS gym sensors, year-end planning – Foster shed and PRS shed (proposed – asphalt shingles and replace window panels – John Ferris will investigate hybrid shingles), other facility plans – training/use of School Dude work order system, next steps.  School Committee questions/comments: temperature control upgrading at South School, and warranty coverage.

The Committee heard an update on recent mandated program reviews – Coordinated Program Review (CPR)-ELE, Civil Rights, Special Education, Title I, Title IIA, Financial Protocols.  Dot Galo reviewed the recent CPR visit and audit, Title I, Title IIA, financial audits, and finger printing law – Sept. for new staff – within three years for current staff, and adoption of the Educator Evaluation mandate for educators and administrators, is moving along.

The Committee received notification of spring coaching assignments, as recommended.

The Committee received information regarding an overnight field trip of the High School Chinese classes to Beijing, China on or about April 18, 2014 for eight days.

The Committee received information regarding an overnight field trip of the High School Band/Orchestra to Montreal, Canada April 25-28, 2013.

The Committee received notification about the leave of absence (unpaid) for Joseph Young, a Hingham Public Schools music teacher at Hingham High School, for the 2013-2014 school year.

The Committee received notification of the resignation for the purpose of retirement of Roger Boddie, Principal of Hingham Middle School, effective August 19, 2013.

The Committee received notification of the resignation for the purpose of retirement of Joanne McNally, Reading Specialist at Hingham Middle School, effective June 30, 2013.

The Committee received notification of the resignation for the purpose of retirement of Eileen Walsh, Administrative Assistant in the Counseling Office at Hingham High School, effective June 30, 2013.

The Committee received notification of the appointment of Erica Quirk as a paraeducator at Hingham Middle School, effective March 4, 2013.

Caryl Falvey noted that Selectmen will vote on Fields Project on April 2, 2013.

Carol M. Falvey noted that the Policy Subcommittee will meet on May 1, 2013.

Superintendent’s Report.

1)    Initial kindergarten enrollments for September 2013 (273 projected vs. 241 projected last year).

2)    Vacancy and hiring projections for 2013-2014 were updated and will result in 22 new staff.    School Spring website will be used for hiring for 2013-2014.

Voted:    To adjourn to Executive Session at 8:33 p.m., not to return to Open Session, to discuss strategies related to individual contract negotiations with senior administrators, the discussion of which in an Open Meeting may have a detrimental effect on the bargaining position of the School Committee.
